FOREIGN POLICY. Received November 5, 10.6 p.m. BERLIN, November 5. Kerr Bassermano, Leader of the National Liberal Party, speaking in the Reichstag, announced the intention of his party to intervene in oonneotion with the foreign policy of tne Government. He declared that, Great Britain was the pivot of Germany's entire political world of development. He asserted that King Edward was silently parsaina with iron persistence a policy intended to promote Great Britain's greatness and secure Germany's isolation.
