Asquitb, speaking at Manchester, said that the Government would not permit the House of Lords to infringe the principles of the Education Bill. THE TRADES DISPUTE BILL. CHANGE IN MINISTERS' VIEWS. LONDON, November 2. During the discussion in the Commons, Mr John Redmond desoribed Mr Butcher's speeoh as an effort to revive disgraceful passions by repeating absurd calumnies This was intended to prejudice the demand for reforms. Mr Balfour, ex-Premier, admitted that Mr Butcher's was strong language, though it represented accurately what had occurred in the past. This statement was greeted with Nationalist cries of "No!" and "Pi>>ott and Sheridan !"—the names of two informers. Mr Balfour, resuming, added that be was glad an enormous improvement had been mude since, but he urged caution. Mr Walton Attorney-General emphasised tbe fact that agrarian combinations were not entitled to the privileges of the Bill. Mesrss SAsquith and Haldane, members of the Government, explained tbe change in their views regarding the immunity of trade unions funds by saying that it was a question of expediency and method, rather than of principle. Mr Walton frankly declared that he bowed to tbe majority.
