RE-BUILDING SAN FRANCISCO.
(Pop Mail Steamer Sonoma). , SAN PtiANOISOO, Oofc. 4. The general opiufou ia that the reconstruction of San Francisco ia progressing as rapidly aa o"uld b3 expected. Merchants, both wholesale and retail, as well as exporters, have managed to maintain the volume o? trade, almost from the first, in spite of tremendous difficulties. People are kept in good spirits beoause of the large amount of money in circulation; and seem undaunted by drawbacks. It is estimated that about ore tenth of the debris has been retroved from the burned district, and the process of clearing away ia now fairly good. Temporary railway trucks and trains through streeis have been found the most available method of removing debris, and nearly one hundred and fifty oars a day are now going out. Debris is dumped in the bay in certain localities, indicated ty permits from the Secretary of War. Re-building conditions are still difficult and many property-owners are waiting for more settled conditions before beginning thejworlc of putting ud permanent structures. Materials are high, particularly lumber. Labour is still commanding high prioes, though many mechanics have come to the city from other points.
