UKASE BY THE CZAR. Received October 31, 7.2 a.m. ST. PEThJiiSBURG, October 30. An Imperial ukase issued to-day, which is the auniverary of the granting of the Russian Constitution, removes all restrictions from the Old Believers, who number fifteen millions. M. Stolypin, the Premier, has decided to recognise the L party of peaoeful regeneration. THE RAID ON THS TREASURY VAN. THREE OFFICIALS ARRESTED. CONNIVANCE SUSPECTED. ANOTHER TREASURY WAGGON ROBBED. Reoeived Ootober 31, 7.31 a.m. ST. PETERSBURG, Oct. 30. Three officials who were entrusted with the money captured in the St. Petersburg raid have been arrested on a charge of oonnivance. They jumped from the carriage directly the bomb was thrown and fled without attempting to save the treasure. Ten masked revolutionaries entered a gutnbling club at Chita, and seized the stakes, amounting to twelve thousand roubles (about £1,270). Another band, overpowering the escort, robbed a Treasury waggon in a wood at Kazon on the 26th of twenty-six thousand roubles (£2,750% EIGHT OP THOSE CONCERNED EXECUTED. Reoeived Ootober 31, 10.16 p.m. SI. PETERSBURG, Oct. 31. Eight of those oonoerned in theTreasury carriage robbery at St. Petersburg were court-martialied and executed. A SCOTSMAN MURDERED. Reoeived Ootober 31, 10.16 p.m. ST. PETERSBURG, Oct. 31. Carniefl, a workman at Coatesa' Thread Mill, St. Petersburg, murdered Sheridan,the Scottish forempn. The murderer has not been arrested. The crime was intended to strike turror owing to the arrest of tne revolutionary eiuDloyess in the mill. SheTidan has left a widow and five children. The British Ambassador demands the active safeguarding of the lives of the British employees.
