SUGGESTED POLICY. Received October 25, 8.30 a.m. PARIS, October M. It is expected that M. Clemenceau. the new Premier, will propose a progressive" income tax, State monopoly of petroleum and alcohol, and reform ot the Courts-martial. French opinion considers that M. Clemenceau's masterful spirit will entirely domiaate the Cabinet. General Picquari's integrity and ability are widely acknowledged. At the same time some of the loading papers question M. Clemenceau's tact in appointing General Picquart to the Ministry of War.
