PARLIAMENT.
LEGISLATIVE COUNCIL. By Telegraph—Press Association. WELLINGTON, Ootober 22. The Council met at 2,30 p.m. The second reading of the New Zealand International Exhibition Bill was agreed to. The second reading of the Public Revenues Bil\ was move! by Colonel Pitt. I'he Bill was read a second time. HOUSE O-F REPRESENTATIVES. The House met,at 2.30 p.m. The Hon. Mr MoNab, replying to Mr Aliuon, said that orders had been given for the destruction of all fruit imported in an iufeoted condition. The Fisheries Conservation Bill was received from tbe Governor with an amendment validating all regulations before theact in 1906 which was agreed to. The Habitual Criminals Bill was received from the Governor with slight amendments. The amendments to the Govern ment Advanoes to Settlers Bill were agreed co. In answer to Mr Aitken, tbe PosS-master-General said that the installation of an underground telephone service for tbe four centres would be only a question of time. The second reading of the Post Office Act Amendment Bill was agreed to. Sir Joeepb Ward moved the second reading of the Defence Act Amendment Bill, He said it was proposed under this Bill to place the Defenoe Department of the colony on a much better footing than it bad occupied for many years past. Under this Bill it was pxoposed to® form a Council of Defence ofjfive, consisting of one Imperial offioer with the rank of major, two officers districts, a finance member of the Council, and a secretary, to the Counoil, who would also ba a member. It was proposed to pay the Imperial officer from £SOO to £550 n year. He would be an up-to-date offioer. The Department had determined to do away with the system of submarine mines. The Japanese war bad exploded theso and proved the superiority and great efficiency indeed of tbe blockade mine. It was the intention of the Government to have a well equipped and highly educated volunteer system. After some discussion the second reading was passed.
