PARLIAMENT.
LEGISLATIVE council. By Telegraph Press Association. WELLINGTON, October 12. The Oouueil met at 2.30 o'oiook. The Government Advances to Settlers Bill was read a third time and passed. The Masterton Trust Lands Trust Empowering Bill was committed, repurted ameuded and passed. The Council rose at 2.48 o'clock. HOUSE Ol' 1 REPRESENTATIVES. The House met at 2.30 o'clock. The House went into Committee of Supply in oonueotion with the Estimates. Class XXIII. —Education—-A long discussion ensued on the first item. In reply to the various statements made during the discussion; the Minister of Education said he hoped to improve matters in course of time, but the opposite views exproaSHd showed the impossibility of giving unanimous satisfaction. The comments about the syllabua, he thought hardly justifiable at present. Firstly, the new syllabus had only been in operation for two aud a-half years. It was unreasonable to expect that teachers and inspectors all over the country would at once • fall into line. In the operation of the new syllabus it was quite clear from the remarks of teaoherp, in some parts of the nolony at any rate, tbat. the syllabus had given satisfactory results both lo teachers and scholars. At the next meeting of Parliament tha whole of tha results of the criticism of the inspectors would be put gbefore the Education Committee, and be hoped they would be able to get the syllabus into the very best shape. As to the back blooks he need only say that he was in hearty sympathy with what had been urged on betalf of the people in the outlying districts. It was very largely a matter of cost, but he was perfectly satisfied that no oountry in the world was prepared to pay such a high vote for a small number of ohildreu in the baok blooks of New Zealand. The House adjourned at 5.30 o'clock.
EVENING SITTING. The House resumed at 7.30 o'clook. Tbe vote, £8,069 (head offioe) was passed unaltered. Vote £538,611 (public schools)— After further discussion (he Minister further explained that iu some districts the bad roads interfered with the conveyance of children to the schools;- tba*; the difficulty of transferring teachers is caused by variations of the attendance, especially in limited areas under divided control. Mr Massey would like to see better provision made for rural education after fee manner of the Auckland Board. The Minister said that special grants were offered to all tbe Boards of Education for this pur pose. * The vote was passed unaltered. The votes, seoondary education (£45,075) and technical education (£33,225), were passed unaltered. Public schools cadets (£6,085) Mr Field asked if the Department would 00-operate with (he Defence Department in re oamp at tbe Übrisfcohuroh Exhibition. The question was not answered. The Native sobools (£21,755) vote was passed unaltered. Tbe votes, industrial sobools (£25,174), school for deaf mutes (£4,154;, school for blind (£731), miscellaneous services (£12,935), school buildings (£86,650), bringing with tbe rest the aggregate of the Education vote to £783,204, were passed unaltered. Glass XXIV. Public Health (£25,372) Passed without alteration. Class XXV.—Mental hospitals and charitable I aid (£97,bos)—Mr Wilford appealed for tbe betterment of the oonditiou of the female warders, who were poorly paid, working long hours, coarsely fed, and subjeot to tremendous and prolonged strain. He sustained his case by quoting from tbe last report of tbe inspector, contrasting the cases of thesK attendants and workers in factories who are proteoted by the factory legislation. Mr Gray advocated separation of mild cases, and tbe Minister said tbat provision was being made on the Public Works Estimates. Mr Massey advocated the addition at Waitati for the separation of epileptio cases. Tbe Minister said tbat the whole ition of tbe classification of mental oases was under Cabinet consideration. With regard to the female attendants he said be bad not bad tbe opportunity to go into the matter fully. So far as he had gone he knew the pay had been increased, and the hours had been shortened. (Cries of "Too long yet"). He promised to enquire carefully into the matter.
