LEGISLATIVE COUNCIL. By Telegraph—Press Association, WELLINGTON, October 11. Council met at 2.30 o'clock. The Hon. J. E. Jenkinson moved the second reading of the Farriers Bill received from tbejother House. Sir H. J. Miller moved that the whole question of shoeing horses be referred to a Select Committee next session, and that meanwhile the Bill be proceeded with no farther. Ultimately the debate was adjourned. BOUSE OP fiEPKESENT ATI V\ES. The House met at 2.30 o'clock. The Napier Harbour Board Empowering Bill was read a first time. The Dnnedin District Drainage sod bewerage Act, 1900, Amendment Bill and the Kensington Park Rate •Exemption Bill were passed. The Bank Shares Transfer Bill, Savings Banks Profits Bill and Sale of Explosives Bill were read a third tijie. EVENING SITTING. The House resumed at 7.30 o'clock. K Mr Buddo moved a new olausa to the Fisheries Conservation Acts Amendment Bill to prevent any Acclimatisation Sooiety reserving any water under its 'control for qrtiiioial or natural, fly fishing to the exolusioa of bait. On division this wbb lost by 35 votes to 19. JMr Witty then moved to a similar effeot, excepting that to artificial or natural fly fishing was added the words "to the exclusion of any other -lawful form of fishing." This amendment was rejeoted by 37 votes to 25 votes. Mr Barclay moved a new clause giving the holders of fishing licenses the right to fish up beds of streams running through private property without being deemed to be trespassers. The Committee divided on the second reading of the new clause (ayes 10, noea 50). The clause was lost. Mr T. Mackenzie moved to reduce men's licenses to JOs. The clause was lost by 21 votes to 35, end the Bill passed through committee without further amendment. The Scaffolding Inspection Bill wa* read a second time pro forma, and referred to the Labour Bills Committee. The Maori Lands Act Amendment < Bill was read a first time and referred to thelNative Affairs Committee. The Education Act 190 i Amendment Bill was read h first time and referred to the Education Committee. The House adjourned at 12.50 a.m.
