Received Ootober 10, 9.35 p.m. ST. JOHNS, Ootober 10. The political organ of the Newfoundland Premier ascribes the modus vivendi to the oruven policy of the Downing Street bureauorats. Other newspapers declare that if Great Britain systematically yields to the United States, the oolonies will be compelled to assert themselves. Reoeived Ootober 10, 10.35 p.m. ST. JOHNS, Ootober 10. It is understood that Sir R. Bond. Premier of Newfoundand, will not resign, preferring to fight to the bitter end.
