LEGISLATIVE COUNCIL By Telegraph—Presa Association. WELLINGTON, Octobers The Council met at 2.30 p.m. The Church Property Trust (Canterbury) Act Amendment Bill and Roman Catholic Bishop of Auobland Empowering Bill were reud a second time. The Hon. E. C. J. Stevens moved, drawing the attention of the Government to tha last two paragraphs of the report of the Public Trustee o! March 31st last, in which it is shown that native recipients of rents from reserves under the admi:lctration of the Public Trust office suffer injustice through tbe operation of the existing Land and Income Assessment Act. The Lion. A. Pitt eaid the report related to certain native band's on the west coast of Tthe JNorth Island. He nslrerl'why native owners should from taxatiou more than owners of native lands elsewhere? He failed to see that there was anything unreasonable tn asking natives to pay the tax. The motion was agreed to. ■ The Attorney-General moved tho senond reading of the Government Advances to Settlers Bill (received from the other Chamber). Tbe second reading was agreed to on the voices. Thn Government Valuation of Land Act Amendment Bill was read a third time. The following Gills were read a second time:—Otago Dock ment, Napier Harbour Board Exchange of Lands Empow«riug, and Anokland Savings Bank Education Speoial Donation Bills. The following Bills were passed:— Vincent and Maniototo Hospital Districts, Greymoath Harbour Board Loan, and Otago Boys' and Girls' High Schools Bills. The Council rose at 4.45 p.m.

Customs £13,880 —A motion made by Mr Tanner to reduce the amount by £BBO aa an indication N of the House's opinion that the potato duty ought to be abolished, was 'defeated by 35 votes to 32. Mr Baume moved the reduction by £1 for the same reason. A long disoussion ensued. The motion was defeated—ayes 28, noes 23. The votej passed unaltered. Miscellaneous servicos £2.761!, passed unaltered. Class XIII.--The votes Marino and Harbours Government steamer?, inspection of muohinery, miscellaneous, £61,125 were passed unallfcered after slight disoussion. Class XlX—The vote Department of Labour £13,715 was pas ed. Class XX.—Land Survey Department £141,176 was under discussion when the House adjourned at 5.30 o'clock.

The Government; Valuation Land Bill was reported from the Council with amendments, which wore agreed to. The Advances to Workers' Bill was received by Governor's message, and read a first time. The House adjourned at 11.55 o'clock.
