General Stoessol, wbo commanded the Rusßian garrison at Port Arthur, at the time of the surrender to Japan, has been removed fiom the Army List and placed among the retired generals. The Colonel of the Engineers at St. Petersburg has been arreßted in connection with the sale of important frontier plans to au agent of foreign powers.
