THE REBELLION. Reoeived September 28, 8.45"a.m. HAVANA, September 27. Mr Taft, the United States Secretary of War, who is endeavouring to arrange a peace settlement, sent an ultimatum to tbe Moderate party, urging them to listen to reason, otherwise a provisional military Go 4 verument will be installed. Thereupon the Moderates agreed to negotiate with tbe rebels without the previous surrender of the latter'a arms, leaving the disputed points foi arbitration by Mr laft and Mr Bacon. The American forces in Cuba, or sailing thither, can be brought up to twelve thousand within a week if necessary.
