TRADES AND LAtSUUtf CONGRESS. Reoeived September 25, 7.23 a.m. OTTAWa, September 24. Socialist members tried to capture the Trades and Labour Congress, but were defeated by an overwhelming majority. The programme inoludes free and compulsory education, an eight-hour day, voluntary arbitration in labour disputes, and the minimum living wage.
