PREFERENTIAL NEGOTIATIONS OITAWA, September 21. In a further detailed explanation it is stated that the Canadian Government's intention to immediately instruct Mr Rose, the Canadian representative in Melborune, to confer with Mr Deakin, was delayed through some oversight. It is now hoped that the apparent discourtesy, which was quite unintentional, will not impair the progress of the negotiations.
