POSITION IN MANCHURIA.
Reoeived September 17, 8.30 a.m. LONDON, September 16. . Advices from Pekin state that Russia has announced that she is unable to evacuate Northern Manchuria before April, owing to internal troubles. JAPAN COMPLAINS. TOKIC, September 16. The Japanese press complains that Russia has not opened to trade any places in Manchuria, according to the treaty, while Japan has opened six towns in Southern Manohuria.
