GERMAN NAVAL MANOEUVRES.
STIMULATING NATIONAL ENTHUSIASM. Received September 14, 10 p.m. BERLIN, September 14. The German naval manoeuvres are supposed to have ended in the complete defeat of Germany, the object of the supposition being to stimulate national enthusiasm for a larger fleet.
