PEACE [NEGOTIATIONS FAIL. FIGHTING RESUMED. Reoeived September 12, 9 a.m. HAVANA, September 11. The peace pourparlers in Cuba have failed. S«nor Guerra, an ex-Congressman, who is one of the leaders of the rebellion, attacked an armoured train, but was defeated. Tbe insurgents' losses, according to some reDOits, were two hundred killed.
A WARSHIP ORDERED TO HAVANA. Reoeived September 12, 9.56 p.m. NEW YORK, September 12. The American cruiser Desmoines has been ordered to Havana.
