SPEECH BY THE KAISER. Received September 10, 10.30 p.m. BERLIN, September 10. ! The Kaiser, in uuveiling the statue of Frederick the Groat, at Breslau, referred to God as the Hohenzollern's Old Ally. He urged on all to rally to the Throne to stem the tide of infidelity and beep free the outlook for the future. Let them never despair, he said. Personally, be was unable to stand the pessimists. He advised them to depart if they thought they were able to find a better country.
