SOUTHERN SAGHALIEN FISHERIES.
NEGOTIATIONS NOT PROCEEDING SMOOTHLY. Received September 11, 9.50 p.m. ST. PETERSBURG, Sept. 11. It is reported at St. Petersbuig that negotiations concerning the Southern Saghalien fisheries are not proceeding smoothly owing to the Japanese failing to respect the rights conceded to Russian concessionaries under the treaty signed at Portsmouth (United of America) at the close of the Russo-Japan-ese War.
