THE PROJKOTED LOAN
Received September 5, 8.45 a.m. CAPETOWN, September 4. The Canetown Argus, commenting on Britain's decision regarding the projected loan of four millons, of which sura one million and a quarter is to go towards settling the war claims based on military reoeipte, a quarter of a milliou to the Sauasport railway, and a million co establish a Transvaal Land Bank, says the proposals am generous, and have net crippled the Trausvaal with a heavy burden, which would have been tantamount to making the mining industry pay the war indemnity ordinarily falling on the losers. Received September 4, 8.50 a.m. LONDON, September 5. The Johannesburg correspondent of The Times says the projected loan contains a possible basis of a really satisfactory arrangement. The details require amendment, especially those regarding more extended settlement aiid immigration unde? the control of the Imperial Government, with a view of keeping the question out of the petty political arena of the individual States.
