STRAINED RELATIONS. Reoeived August 29, 9.33 p.m. PIETERMARITZBTTKG, August 29. The action of Cupe Colony in ad> justing railway rates in order to retain the inland trade is 'claimed by Natal to be causing strained relations. A movement is increasing in Natal in favour of a complete union with the Transvaal.
