RUSSIA AND BULGARIA.
• Reoeived August 29, 8.30 a.m. SOFIA, August 28. Recently the relations between Ruesia and Bulgaria became strained owing to the publication of oertain offloial information in the Bulgarian newspapers. General Petroff, the Bulgarian Minister of Foreign Affaire, has now promised that the divulgations will not recur, and ' the incident has thus been closed.
