INSURRECTION IN CUBA.
A LEADER TAKEN. Received August 28, 8.30 a.m. HAVANA, August 27. The Cuban troops have captured Oarlos Mendieta, ox-Congressman and leader of the insurgents in the Santa Clara provinae. "A CRAZY MOVEMENT." Reoeived August 28, 10.10 p.m. HAVANA, August 28. " President Palma declares that the insorreotion is only a cazy, unjustifiable movement on the part of discontented persons, lie proposes to rigorously suppress the rebellion, believing that leniency will destroy the stability' of the Cuban institutions.
