RATING ON UNIMPROVED VALUE.
(To the Editor). Sir,—ln view of the proposal to alter the mode of rating from capital value to that of unimproved value which is now before the ratepayers of the Masterton County, I should like to impress on all those interested in the subject that the effect of oarrying "the proposal to adopt the system of rating on unimproved value in the County of Masterton \vill be to release some £BOO,OOO 'j-orth of croperty from local taxation. The amount of rates hitherto collected on this sum must be spread over the unimpYoved value, and the question is: "How will it fall, and who will bavo to pay the pirer?" To my mind there is only one answer to thisj The properties, be they large or small, with the least improvements on them, must carry the bulk of this burden, aud the straggling settlei in the back-blooks will be made to pay an unequal proportion of the rates necessary to meet the annual expenditure in maintenance. As a poll can now be carried by a bare majority of the valid votes recorded, it behoves every ratepayer who does not support the proposed obange, to record his vote against it on Saturday next.— I am, etc., WILLIAM H.
