STRAINED RELATIONS
Received August 24, 11.10 p.m. BUCHAREST, August 24. Russian relations with Bulgaria are strained. The Bulgarian newspapers published T,he contenta of the correspondence that passed between M. Sohtealoff, the Russian represertative, and the Bulgarian Foreign Office. The reply of General Feterhof, Minister of Foreign Affairs, to Russia's request that assurances be given that the divulgations will not recur is considered unsatisfactory.
