REFORMS IN PERSIA.
Received August 13, 8.59 a.m. TEHERAN, August 12. The Shah of Persia has decided to form a National Counoil, composed of representatives of the princes, clergy, Royal tribe of nobles, merchants, and tradesmen, each elected by tbeir peers.
