THE CONSTITUTION. Received August 8, 8 a.m. JLONDON, August 7.
During his speech at Oanford Fark, Wimborne, Mr Churchill reiterated the statement that a responsible constitution would be extended in due time to Oranßia. He commented bitterly on the Cockermouth split, and muted at the Liberal reprisals elsewhere. IN DEFENCE OP THE EXPREMIER. Received August 8, 8.30 a.m. LONDpN, August 7. The Times protests against Mr Cburchill'sjvirulent and indefensible attack on Balfour, who never stated that it would be manly or meritorious on the part of the Boers to violate their oaths or break thoir oaths on the peace terms and use the constitution in order to prepare for war. He did suggest, says The Times, that such conduct was Jnot wholly inconceiv able, aud the Government's action might enable the Boera to carry it out. Such a misgiving was shared by Lord iWilnur, who had a more profound personal knowledge of the Transvaal and of the otbe- States.
