The newspaper Figaro urges the neoensity of an increase in French artillery, owing to a disparity in the number of guns, resulting from a renewal of tho German artillery, the latter having 3,500 available against France's 2,000. SUBMARINE CRUISER. Received August 8. 9.44 p.m. PARIS, August 8. The Emoraude,iwhich is called a submarine orui&er, was launched at Cherboprg to-day. A speed of twelve knots was attained when the vessel was submerged, with a higher speed on the surface, whioh will enabla it to accompany the fleet. Two other boats of a similar kind are being built. A DUEL BBTWEEN TWO GENERALS. Received August 8, 10.20 p.m. PAKIS, August 8. ... General Negrier and General Ander fought a duel at Paris owing to certain statements contained in the lafcter's memoirs. General Andre fired, but missed his adversary, who did not return the fire.
