THE CONSTITUTION.

LONDON, August 7.
Speaking at (Janford Park, Wimborne, Mr W. [Ohurchill aaid that no party in the Transvaal was dejeoted, and none were triumphant. He contended that the faotions admit that they haa received evenhanded treatment. The Govern ment's constitutional settlement had been well received in the great colonies of Canada and Australia equally with England. He welcomed the disposition of the people outside the Liberal party to give fair con sideration to the Government proposals. They recognise the ditboul ties and dangers besetting almost any pathway in South Africa. He wished he could say the some about Mr Balfour's attitude. His wioked suggestion that it would tie a manly thing for the Boor leaders to break the peace terms, and use the constitution to levy another war would, if aoted upon, bring about the horror of a strife whence he hoped we bad shaken ourselves free for ever.
