AN ADMIRAL'S COMMENTS. Received August G, 10.45 p.m. PARIS, August 6. Commenting on the recent French manoeuvres Admiral Fournier says that the torpedoers and submarines would have destroyed at least sixtyone vessels. Therefore the proteoi tion of France's sou front must be by numerous flotillas of! torpedoers and submarines covering tho ports and. points open to attaok.
