LONDON, July 31. Lord St. Aldwyn, formerly Sir Michael Hicks-Beach, addressing fifty mebmers of colonial Chambers 'of Commerce at a banquet at Bristol, suggested the possibility of improving commercial relations throughout the Empire, without raising the question of free trade, if the colonies would consider a reduction of their tariffs on articles which Britain was most capable of exportJ ing, the Motherland accepting this as a contribution towards the great I oost of Imperial defenoe.
