IMPASSIONED APPEAL TO THE ARMY AND NAVY. '~J~ Received July 31, 8.41 a.m. ST. PETERSBURG, July 30. The Labour, Socialist, and Democratic members of the late Duma have made an impassioned appeal to the Russian army and navy. They deolare that the Czar, ignoring the people's representatives, sought the advice ;of the Grand Dukes, Ministers, and landowners, who are opposed by all peasants, workmen, and enlightened classes. They remind the troops and sailors that they are the children of the people, who are demanding land and liberty. The appeal adds: "Over any man who shoots the people hang an eternal curse." Other members of the Duma predict that Russians who are liable to be taxed will refuse to pay the taxes and refuse to serve in the army. ATTEMPT TO LIBERATE j, ii!SONERS. AN OUTBREAK SUPPRESSED WITH MACHINE GUNS. Reoeived July 31, 9.5 a.m. ST. PETERSBURG, July 30. Owing to the arrest of a prelate in a abed frequented by revolutionaries, the first battalion of theSeoßki Regimen t" at Poltava paraded the streets, marched to the artillery barracks, seized the guns,'and tried to liberate the political prisoners in the gaol. The garrison suppressed the outbreak with machine guns, killing and wounding a number of the mutineers. THE VIBORG MANIFESTO. AUTHORS TO BE PROSECUIED. Reoeived July 31, 10.25 p.m. ST. PETERSBURG, July 31. The authors cf the Viborg manifesto are fc to be proseouted. "DOWN WITH THE CZAR'S GOVERNMENT." AN APPEAL 10 THE PEASANTS. Received July 31, 10.30 p.m. ST. PETERSBURG, July 31. A manifesto similar to the appeal to the army and navy has been addressed to the Russian peasants. The manifesto accuses the Government of deolaring a sanguinary war against the nation, and urges the confiscation of all State funds, the seizure of land, and the removal of local authorities, pending the election of a constituent assembly based on universal suffrage. The manifesto concludes: "Down the Czar's Government."
