BRITAIN'S ARMY.
REDUCING ITS STRENGTH. Received July 26, 8.35 a.m. LONDON, July 25. The Earl of Donoughmore initiated a debate in the House of Lor'??, yesterday, on the scheme submitted by Mr R. B. Haldane, Secretary of State for War, for reduoing the strength of the army. He said he did not believe that the soheme would promote effioieccy and economy. « Lord Roberts admitted that some reduction in the rank and' file was possible, but to reduce ten bat talions, including officers, was most serious, seeing that there were already seven thousand officers short for mobilising purposes. He approved the proposal that the militia should serve abroad, and ""said the Yeomaurv should also hare a similar training. The Earl of Portsmouth said the Government was onlv executing the mandate of the country to reduce the expenditure, L,ud was trying to find a remedy for the serious shortage of officers. Viscount Gosohea condemned the Government's scheme as crude. The debatte is not finished.
