THE EFFECTS OF A STRIKE. BREAD FAMINE IN MOSCOW. LEADERS OF BAKERS' UNION ARRESTED. Received July 38, 8.35 a.m. ST. PETERSBURG, July 17. The bakers'strike has left Moscow practically breadless. The Prefect of Police has arrested the leadeis of tbe Bakers Union, and threatens to expel from the oity all who do not resume work. THE DUMA. GOVERNMENI'3 AGRAiiIAN PROGRAMME REJECTED. THE CZ/iR ALA KMI3D. Reoeived July 18, 9.32 p.m. ST. PETERSBURG, July 18. The Duma's Agrarian Committee has rejected the Government's agrarian programme, and advises that an appeal be made to the pessaairy to remain calm, pending the carrying out of the Duma's scheme. The Committee strongly favour tne expropriation of land-owners An animated debate is proceeding. The reformers insist that it is folly to defer the appeal until the towns and villages are in flames, and the whole country engnlfed in anarchy. It is reported in St. Petersburg that the co-operation between the Council of the Empire and tbe Duma has thoroughly alarmed the Czar, excluding all hope of a constitutional demo3ratic Cabinet.
