The Duma's Agrarian Committee has rejected the Government's agrarian programme, and advises that an appeal be made to the pessaairy to remain calm, pending the carrying out of the Duma's scheme. The Committee strongly favour tne expropriation of land-owners An animated debate is proceeding. The reformers insist that it is folly to defer the appeal until the towns and villages are in flames, and the whole country engnlfed in anarchy. It is reported in St. Petersburg that the co-operation between the Council of the Empire and tbe Duma has thoroughly alarmed the Czar, excluding all hope of a constitutional demo3ratic Cabinet.
