MASTERTON BOROUGH COUNCIL.
WORKS COMMIT; -HE. The ordinary meeting of tbe Masterten Borough Gouuoil 'Works Gommittee was held last evening, Cr Feis* occupied the obair, in tbe absence of tbe Mayor, and there were also present—Ors J. Elliott, F. W. Temple, T. G. Hoar, E. McEwen, W. Morris, J. 0. Ewington, J. H. Pauling and E. u. Eton. : Mr 0. E. Danieil waited on the committee, and complained that after tbe plans cf the drainage-to a new building in Fine Street had been approved by the Council the drainage [connection had been so altered as to carry it across the seotionjin an angular direction. Now it was desired to erect a bulding on. the section and in order to conform with the borough by-laws it would be necessary to remove the earthenware pipes and replace them by iron pipes. Tbie, he contended, was unfair to the owner of the' section, as be (Mr Daniell, contractor for trie bu'lding) had not been consulted in the alterations, Tbe Engineer explained that in. opening up street he had found that at the spot where ho had thought there was a conneotioa none existed .It had beonjfrora this spot he bad agreed with Mr Daniell to lay the diainage pipse. He therefore consulted with Mr Farton, who was doing the plumbing work, and the latter, expressed indifference as to where the pipes should be laid from. , Mr Daniell repudiated Mr Parton'a a authority and stated that the Engineer was at least responsible forthe sfieat connections. Mr Daniell asked who would have to pay for the blunder? After disuusston, the Committee decided to allow Mr Daniell a new connection with the street drainage. The County Clerk wrote asking tbe Council to take such steps as would ensure the depositing of the borough refuse at the depot provided, instead of in the Waipoua and Ruamahanga River beds, and thus remove all cause for complaint in that connection. Tbe Town Clerk reportedtthat* t with the exoeption uf the Borough Council's own property, both banks of both rivers were within tbe County. ■ Cr Pauling mentioned that Mr Norman had informed him that all the refuse taken away by the borough servants was carefully deposited in the depot for the purpose. It was decided to reply to the County that the Borough Council was not responsible for persons depositing refuse in the river bed«. The Committee decided not to accept any of the tenders received for the cleaning out of Makora Creek, and to do the work by contract instead. Mr C. E. Daniell's application for his factory in Lincoln Street to be connected with the sewerage was held over for future consideration, as the ground was too wet at. the present time to work on. Mr 0. Saxton wrote asking the Council to lay the water and gas along Church Street extension, as he was starting to build on his seo- > tioq in that street. Permission was ' given the Gas Manager to have the gasjaid on to the premises, and,the ; matter of water oonneotionwas left in the hands of the Engineer. . The County Clerk wrote asking for payment of £94 14s Bd, being the Council's share of the cost of the licensing expenses of the district up till April 12th, 1906. Mr W. Gillespie, Returning Officer, wrote submitting that the demand of the County Oounoil was somewhat premature, seeing that a settlement of the amount due for licensing expenses between himself and the County Council, the controlling authority, had not been arrived at. A considerable amount remained in dispute, and until a final settlement was arrived at, it would obviously be unwise to entertain an apparently unwarranted and unauthorised demand whioh might tirejudioe 1 the settlement.
The Council decided to hold the matter over. Nine property owners in Oharoh Street wrote drawing the attention of the Council to the state of Church Street extension, and asking the Council to form and make a footpath on thp poutb side of the street. The matter was allowed to stand over until the formation of the road was completed. Twenty-nine property owners and householders of Pownall Street and the vicinity petitioned the Council, to plaoe the work of formation and metalling of .Pownall Street, or at least that part of the street between Renall and Cornwall Streets, on the list of urgent works on the loan sohedule. It was decided to consider the matter when the loan schedule was re-opened. Mr L). lillliott, manager of the abattoir, waited on the Committee and asked that a horse be purchased to enable the offal to be carted away from the works. The matter was left in the hands of Crs Elliott, MoEwen and Morris with power to act. The Engineer was instructed to prepare plans and specifications for the drainage of Bentley Street.
