Though Professor Monromtzeff was warned to expeot a summons to Peterhoff, none has arrived.; This is attributed to the revival of untoward personal influences upon the Czar. It is feared that the murder of General Kozloff will produoe a bad effect. THE DUMA Received July 17, 10.33. p.m. ST. PETERSBURG, July 17. M. Makaroff, Assistant Minister of the Interior, reminded the Duma, amidst jeers, houting aud shouts of "resign,'' that although the Czar's proclamation uf October 30th proclaimed liberty, it abrogated no laws which ought, therefore, to be obeyed.
