The Duma has accepted the invitation issued by 32b members of the British House of Commons to be represented at the inter Parliamentary Congress, whicb is to meet in London on July 23rd. The chief object of tbe congress is to piomote peaoe.

Professor Mouromtzeff, on behalf of the Duma, has telegraphed to the British House of Commons that the Duma is deeply touched with the good Reeling, shown by the oldes*" Parliament to tbe youneest Parliament. (On July 6tb nearly three hundred members of the British Parliament signed a brief but cordial cablegram of goodwill to the Bussian Duma). FAMINE RELIEF MEASURES. MINISTERIAL BILL REJECTED. Tbe Council of the Empire has rejected tbe Ministerial Bill for tbe alleviation of tbe distress oaused by the famine, and has approved of the Duma's proposal for providing fifteen million roubles for immediate relief. Goremykin, the Premier,, is expected hourly. A meeting of the Central Committee of the Constitutional Demoorats was hurriedly convened on Sunday morning. After aseoret session, lasting some hours, the* leading members departed for an unknown destination. It is believed'that they have been summoned to Poterhof, to discuss the formation of a Cabiuet.
