The Government will support the migration of peasantry, simplify formalities of lnnd puronase, and promote emigration to Siberia and Central Asia. They claim that their measures will bring effectual relief to the peasantry while the expropriation of lands will ruin the peasants. The Duma apparently regards the Government's scheme with absolute indifferenoe.
