DISSENSION IN THE ARMY. Received July 4 8.33 a.m. ST. PETERSBURG, Jaly 3. One of the daubers of the general situation is the possibility of the army becoming divided against itself. Some of the artillery near Moscow has been transferred to Smolensk for participating in politics. The troops at Vladikavkaz have £isbinded. An infantry captain, a gendarme, and fiv<) policemen were shot dead at Warsaw yesterday, and two police sergeants were killed to-day. The streets of Warsaw are patrolled 'by infantry, the police having been withdrawn. The Minister of War has "ordered the officers at Bielostok (the scene of the recent Jewish massacres) to be severely dealt with if the newspaper oharges regarding their complicity in the outrages are confirmed. General Bogdauovitcb, the author of the fiUti-Semitio pamphlet, banked £250,000 abroad. JAPAN AND THE HARBIN RAILWAY. Received July -4 8.53 p.m. ST. PETERSBURG, July 4. The newspaper Novoe Vremya declares that Japan has decided to seize the railway as far as Harbin. LAND PROPOSALS. THE GOVERNMENT'S SCHEME. Received July 4, 8.15 p.m. ST. PETERSBURG, July 4. An offioial communique issued at St. Petersburg! shows that the Government propose to hand to the peasants on easy terms all arable Crown land, and to purchase any private properties offering, re-selling fchenj to the peasants at law prices. The Government will support the migration of peasantry, simplify formalities of lnnd puronase, and promote emigration to Siberia and Central Asia. They claim that their measures will bring effectual relief to the peasantry while the expropriation of lands will ruin the peasants. The Duma apparently regards the Government's scheme with absolute indifferenoe.
