MILITARY unrest widespread. INCREASING DAILY. COSSACKS DEMAND A FREER POLITICAL INSTITUTION. OFFICERS AND CITIZENS COURTMARTIALLED. PULICEI FLEEING TO AUSTRIA. SEVERE FIGHTING AT TARIFF. COSSACKS DEFEATED. Received July 1, 4.19 p.m. ST. PETERSBURG, June 30. The signs of military unrest in Russia is widespread ana inoreasing daily. The grievances are partly personal, and largely the result of sympathy with the laud policy of the Duma. Even the Cossaoks are demanding a freer political institution. The Government are finding it impossible to prevent soldiers from discussing politics. They urge the ofiioers to instil anti-revolutionary views. The offioials still threaten Jewish massacres despite Prince Urusoff's disclosures. Five offioers, two sergeants and thirteen civilians have boen courtmartialled at Warsaw for forming a secret association, and inciting troops to attend a meeting. Many of the Warsaw police are fleeing to Austria, owing to the constant assassinations by the Terrorists. The troops are Widely refusing police duty. Severe fighting has taken place at Teareff between the peasants and Cossacks. The latter were worsted, many being injured. PEASANTS DESTROYING FORESTS. A BATTALION SUMMONED TO ST. PETERSBURG. Received July 1, LID p.m. ST. PETERSBURG, June 30. The Czar is withdrawing the privileges enjoyed by the first battalion of the Preobrazensky Regiment as guardsmen, and has transformed them into a speoial infantry battalion. Peasants at' Kursk, using the watchword "Land and Almighty God." are destroying forests and stealing cattle. The second battalion of the Grenadiers at Kronstadt has been summoned to St. Petersburg.
