West Ridgeway, chairman of the aommittee appointed to enquire and report upon certain matters connected with the future Constitutions of the Transvaal and Orange River Colony, has failed to seoure an unanimous agreement between the Progressives and Boers respecting an immediately adoptable scheme of distribution of constituencies. Messrs Fitzpatrick, Bailey, and a third Progressive leader will visit England in the hope of enlisting Lord Elgin's sympathy.
