Newfoundland is determined to oontinue the "fishing war" against the United States, and the Foreign Fishing Vessels Act has been renewed by the Colonial Legislature with more stringent provisions than ever. The new clauses forbid any alien to fish in Newfoundland waters, unless entitled by treaty, and prohibit any British subjects from fishing from any alien vessel, find forbid residents of the oolony to leave the oolony for the purpose of engaging aboard foreign fishing vessels. Residents of the oolony are also prohibited from selling, hiring, or leading any fishing gear to foreign fishing vessels, and the masters of saoh vessels may not buy, hire* or gear under a fine of £2O for each oflpnce, with the forfeiture of the foreign vessel at the discretion of the magistrate when she employs British subjects. The Act renders foreigners with treaty rightß amendable to all oolonial laws not inconsistent with
treaty provisions. These amend* menta, we are told, greatly increase the stringency of the Aot against Americans, and will make it imposed ble for them to hire men inside or outside the three-mile limit, or to engage in herring fishing. In 1830 a reciprocal arrangement was concluded between Newfoundland . and the United States which provided open ports on both sides, and fish was, in consequence, plentiful and oheap in the oolons, and in the Eastern States. Bat the Americans encroaahed on the colony's rights, |and the colonial Government to protect its own fishers. Since then there has always been disagreement. The Americans imposed a prohibitive import duty on foreign fish, although they were permitted free access themselves to the bait grounds of Newfoundland. Attempts to settle the matter amicably having failed, the colonial Government took measures to prevent the Amerioan fishermen from obtaining bait, and this year's Aot is clearly designed to meet the Hharp practices by which foreign boat-owners have endeavoured to evade the lawß of the colony.
