The Government of Victoria has decided to introduce a Bill early next which will deal drastically with the question of illegal totalieators, "clubs," and other gambling establishments. The Bill is very short, and in a few sections deals finally with the whole question. All that is required for the suppression of a gambling establishment is that an affidavit shall be made declaring that the place is use 3 tor / purposes of gimblinf. This will be placed before a justice of the Supreme Court and he will thereupon order tbe ocouuants of the establishment to show cause, why the plaoe should not be "proclaimed" under tbe Act. Should they fail to satisfactorily prove that the place is not used for gambling purposes the Judge will issue a certificate practically putting the establishment in quarantine. This certificate will be affixed to the door of the premises and thereafter the police will be empowered to arrest any persons entering, issuing from or found on the premises. Such persons will be broaght before a Magistrate and imprisoned for three months.
