Decrees have been published in Brussels authorising tho ex'euutioa of the recommendations of the Congo Reform Committee securing for the natives the possession of the soil now in their occupation, and abolishing ihe use of force in Ihe collection of rubber; and also modifying other abuses. King Leopold, in an open letter accompanying the decrees, emphasises his sovereign rights, and practically claims that the Powers have no right to intervene.
