The Kaiser and Emperor Joseph have telegraphed to King Emanuel as follows:—"We two here have united to convey to our third faithful ally an expression of our unchangeable friendship." King Emanuel replied: "Thanks for your amiable telegram. Accept the assurance of my ■ unalterable friendship." The reply, in some quarters, is considered cool.
