SIR WEST RIDGWAY'S COMMITTEE.

Sir West Ridgway before leaving Johannesburg for bloemfontein, stated that the Committee is very well satisfied with the progress mude towards the framing of a constitution satisfactory to all parties. Sir J. P. tfitzpatriok, representing the British party, declares that the Committee has failed to reuouoile the discordant racial elements on a basis of mutual concessions. All the Boer proposals are calculated to give them a majority and undermine British supremacy. The Imperial Government's inaction has caused hard times, distress and starvation, and further delay will intensify the exodus of British residents. The result is almost certain to be a Boer majority, and the British will once again be with their backs to the wall fighting for tbeir rights. Sir J. P. Pitzpatriok advocated an appeal being made to the colonies, whose people shed their blood in South Africa, and to the national feeling in Englaud, in order to prevent the loss of all the fruits of their sacrifices.
