THE POSTAL CONGRESS.

In the House of Commons, Mr Buxton, Postmaster-General, stated that he was glad to announce that Britain had succeeded at the Postal Conference in obtaining two considerable concessions. Tbe first obtained consisted of two additional votes, and the second concession was the doubling of the weight of foreign letters, whioh now reached one ounce. This also embraoes letters under the Imperial penny post. Foreign letters would be three-half-pence for eaoh additional ounce.
