THE POSTAL CONGRESS.

NEXT MEETING TO BE HELD AT MADRID. deceived May 25, 12.8 a.m. ROME, May 24. The last plenary meeting of the Postal Congress amended the adopted chain letter proposal of the Hon. Austin Chapman (Australia). It was decided that the next Congress meet at Madrid. The final choice lay between Spain and Australia. The American delegate proposed Melbourne, claiming that Australia was a young country, which bad made vast progress. Mr Chapman (Federal Postmaster General) was much applauded during his speeoh. He thanked the delegate oi America and expressed the pleasure it would give the Australian people and the Government if the , Congress was held in Melbourne. He admitted that the distance was a drawback, but hoped by next Congress time that the voyage would ba reduoed by one-third. The British delegate supported the invitation of Great Britain's greatest colony. Japan and Canada also supported the proposal to hold the Congress in Melbourne. The French delegate while thanking Australia stated that the majority favoured a European capital. Melbourne received seven votes and Madrid forty-three.
