PETERSBURG, May 24. Admiral Rozbdestvensky has resigned as Chief of the Naval Staff, owing to bad health. It is semi officially announced in St. Petersburg that the granting of a full amnesty is impossible while the terrorists and bomb-throwers oontinue their crimes.
