Reoeived May 21, 9.16 a.m. CONSTANTINOPLE, May 20. The Forte haa reprimanded and punished the commander of the troops responsible for the removal of the boundary pillars at El Rafah, on the Egyptian frontier, also another officer for insulting an officer belonging to the cruiser Minerva.
