COUNT WITIE'S ADVICE. Reoeived May 20, 5.5 p.m. ST. PETERSBURG, May 19. Count; Witte has advised the Council of the Empire to co-operate with the Duma whenever possible. Otherwise it would be impossible for the people to seoure reforms. He supported a limited amnesty. Unlimited clemency would only provoke a fresh revolution. The hatred of the masses did not proceed from bureauoratio repression, but was prompted by a desire to destroy all distinctions of class and property, which, if realised, would strike tbe civilised world with horror. The Duma, after emphasising the peasants' demands, unanimously approved of the address.
